What Japanese License Plates Tell You: Green vs. White Plates
When choosing an airport transfer or sightseeing transportation service in Japan, a vehicle’s license plate can offer an important clue about how it is registered. Here is a practical guide to green and white plates—and what travelers should check before getting in.
What is a hire car in Japan?
A Japanese hire car is a chauffeur-driven service booked in advance. It is not a self-drive rental car. Hire cars operate on a reservation-only basis; unlike taxis, they are not permitted to wait for walk-up customers or cruise for fares at airports and stations.
What does a green plate mean?
A green background with white characters generally indicates a commercial vehicle licensed to carry passengers or goods for payment. Properly licensed taxis and hire cars normally use these green plates.
What does a white plate mean?
A white background with green characters generally indicates a private-use vehicle. Using a private car to carry passengers for payment without the required permission or registration is illegal in Japan and is commonly called “shirotaku.”
Are all paid rides in white-plate cars illegal?
No. Japan has regulated exceptions. Japanese ride-hailing services may operate private cars under the management of licensed taxi companies, and community ride services may be provided by municipalities or nonprofit organizations under the relevant authorization and registration systems. A free ride from a friend or family member is also different from an unlicensed paid service.
Checklist before you ride
• Is the operating company clearly identified?
• Are the fare, pickup point, driver and vehicle details confirmed in advance?
• For a hire car, has the reservation been completed before pickup?
• Is the driver soliciting customers unexpectedly at an airport or tourist site?
Plate color is a useful clue, but it is not the whole compliance check. Special-design plates can also look different. Choose a legitimate service with a clearly identified operator, transparent pricing and confirmed booking details.
